International competition of applied projects of young scientists and students «Regulatory policy and GR communications»

The international competition of applied projects of young scientists and specialists “Regulatory Policy and GR Communications” is held by the Federal State Budgetary Educational Institution of Higher Education “Ural State University  of Economics” (Ural State University   of Economics) in collaboration with the Ministry of Economic Development of Russia, ANO “Agency for Strategic Development of the City of Moscow” .

The organizer of the competition is the Institute of Economics and Finance of the USUE and the Department of Economic Theory and Applied Sociology. 

The purpose of the Competition is to develop analytical, managerial, research, and creative competencies and to facilitate the implementation of initiatives of young professionals aimed at improving the quality of regulatory policy, building an effective dialogue between the civil, expert and business communities and authorities in the regions of the country.

Objectives of the Competition:

  • attracting the attention of young people to such current areas of modern economic science as economic analysis of law, institutional and narrative economics;
  • development of civil society in the regions and popularization of effective GR communications tools;
  • generalization of practice and development of applied recommendations for the use of evidence-based policy methods, assessment of regulatory impact and assessment of the application of mandatory requirements. 

The participants of the Competition are students, graduate students, applicants for an academic degree, young researchers from universities, academic institutes in Russia and the CIS countries, as well as employees of other interested organizations aged 18 to 35 years.

Projects for the Competition can be submitted individually or from a team of up to 3 people. 

Thematic areas of the competition:

  1. Modern instruments of regulatory policy (“regulatory sandboxes”, assessment of regulatory impact, assessment of the application of mandatory requirements, examination of regulatory legal acts, risk-based approach in control and supervisory activities, lean regulation, client-oriented public administration).
  2. Evidence-based policy (methodological development of an evidence-based approach to making management decisions; recommendations to authorities on solving socio-economic problems based on the use of economic and mathematical methods and modeling).
  3. Assessment of mandatory requirements: practices and recommendations for regions (solving cases for assessing regional, municipal mandatory requirements; developing a methodology for assessing standard regional, municipal mandatory requirements or implementing individual aspects of the assessment; recommendations for improving approaches to assessing regulatory impact and assessing the application of mandatory requirements on regional level).
  4. GR technologies in Russia (public consultations within the framework of regulatory impact assessment, assessment of the application of mandatory requirements and examination of regulatory legal acts; public control; public and other advisory councils under government agencies).
  5. Institutional and narrative economics (analysis of domestic public administration, the organization of dialogue between business and government, the system of regulation and support for entrepreneurship from the perspective of institutional and narrative economics). 

Applications for participation in the Competition and competitive projects must be submitted before March 20, 2024 through the website registration system:

  • an individual participant submits an application through the site’s registration system, selecting the “individual participation” category
  • group participation. Each group member submits an application for participation through the site’s registration system, choosing a category - “team captain” or “team member”. In the “Topic of work” field, everyone indicates the name of their project. The team captain attaches a file with the project and a file with the abstract of the project to the registration form, where all authors are indicated. A team member can attach empty files to complete registration. 

The list of competition finalists invited to defend their works in person and to participate in the final events of the Forum will be published on the competition page from 1 to April 10, 2024

The in-person defense will take place on April 24, 2024 from 10:30 to 15:30, the award ceremony will take place on April 25, 2024. 

The final will be held in person at two sites (in USUE, Yekaterinburg and ANO "Agency for Strategic Development of the City of Moscow", Moscow (for participants from Moscow)) using remote forms of interaction.

Registered participants and experts gain access to USUE cloud resources based on the MS Office 365 platform and connect to interactive sessions during events through teams created in MicrosoftTeams. 

The winners and runners-up of the Competition are awarded diplomas, orders and cash prizes:

  • 15,000 rubles - for 1st place
  • 10,000 rubles - for 2nd place
  • 5,000 rubles - for 3rd place

Finalists who took 4th and 5th places are awarded certificates for 4th and 5th respectively.

To the winners of the Competition, awarded Diploma I degrees, points are awarded for individual achievements upon admission to USUE master's programs (2 points). 

Special nomination: “Best practical recommendations on the application of methods for assessing mandatory requirements for regional authorities.”

The winner of the nomination receives a diploma from the ANO "Agency for Strategic Development of the City of Moscow" and the opportunity to undergo a two-week internship at the ANO "Agency for Strategic Development of the City of Moscow" (travel to the place and accommodation during the internship at the expense of the nominee), where he can, among other things,  implement his initiatives. 

Special nomination: “Best project for the development of modern regulatory policy instruments” or “Best project of a client-oriented approach in regulatory policy . ”

The winner of the nomination receives a diploma from the Ministry of Economic Development of Russia and the opportunity to undergo a two-week internship at the Ministry of Economic Development of Russia (travel to the place and accommodation during the internship at the expense of the nominee) , where he can, among other things, implement his initiative. 

Based on the results of the final events, it is planned to release materials from the XIV EEFM, where abstracts of the competition works of the Competition finalists will be posted. The materials will be posted in the RSCI and on the website of the Ural State University of Economics.
